I agree. Except that with tech people often switch around and jump on the latest shiny new toy! But I agree that, as a whole, tech is seen as the hammer. Take a process for example, while tech might be a trigger or enabler of innovation/improvements, if you simply apply tech to it without any ground work on rethinking or simplifying it, you are grafting tech onto something suboptimal...
